<br />adjoining Knights of Columbus site to the south. The applicant withdrew the request. <br /> <br />2.J2 Specifics of the Proposal: <br /> <br />2.1) Embree Construction proposes to construct a split face/rock faced concrete <br />block and stucco building with internal service bays for tire and accessory installations, <br />accessed by one front-of-building (east side) overhead door. The building will take up <br />18% of the site. Exit is through one overhead door at the rear (west side) of the building <br />which places vehicles at the rear of the parking lot. At the rear (northwest corner of the <br />site) is the loading door for delivering the tires and other products. The applicant <br />estimates one trip per week by a tractor trailer. An estimated 30 to 50 total trips per <br />weekday peak hour will be generated by the use (Source:ITE Trip Generation and SEH <br />7/27/95 Report). A trip is either 1 entrance or 1 exit from the site. Over a 12 hour <br />weekday, approximately 350 trips would be generated. SEH estimated that 15% (52 <br />trips/day) of the traffic would use Oakcrest. Between 15 and 20 jobs will be created. <br /> <br />2.2) The existing vegetation includes 3 mature trees that will be removed. Trees and <br />shrubs along the west property line will be retained. Trees along the east property line <br />will be protected and saved if possible. The light poles and horseshoe pit will be <br />removed. A landscape plan, illustrating that 22.5% of the site will be landscaped, plus <br />9% of the site will be retained as pond area. <br /> <br />2.3) Parking will take up 50% of the site. Existing pavement currently on the south <br />side of site will be used for parking; new paving will be installed along the east side of <br />the site. Parking, exceeding the code requirements of 45 spaces, occurs along the <br />south side of the building (42 spaces) and on the front - east side of the building (15 <br />spaces). New concrete curb and gutter (type B612) is used throughout the parking lot. <br />Two planting islands have been created within the south side parking lot. Two access <br />driveways are proposed: one entering the Snelling frontage road, and one at the <br />southwest corner of the site which enters the Knights of Columbus parking lot. Staff <br />assumes there will be a cross parking and access easement between the two <br />properties. <br /> <br />2.4) A 5,255 sJ. surface water storm/storage pond is located along the west - rear <br />property line. Water drains over the surface and through pipes to the pond. The water <br />level in the pond will be approximately 3 feet in depth, but in a 100 year rain could <br />temporarily hold 4.5 feet in depth. The water slowly moves to the north, emptying into a <br /> <br />2 <br />
