The architecture <br />appears stark and industrial. <br /> <br />3.4) The noise from air compressors and tire changing equipment will be muffled, <br />provided the overhead doors of the building are closed. This implies that the entire <br />building will be air conditioned for summer heat. The HVAC has not been shown. If it is <br />roof top equipment, it must be screened from view. The building design allows for a 5 <br />foot parapet screening wall. <br /> <br />3.5) Past experience with auto accessory installation operations have indicated that <br />enclosed trash containers do not screen all waste materials, especially without a roof <br />over the materials bins. Interior storage of trash is preferred. In this design, the <br />applicant proposes exterior, 7.4 foot high screened storage with a cover. Tires (new <br />and used) will be stored in the building. <br /> <br />3.6) Parking layout in the south lot (where cars are parked before and after service) is <br />awkward. Either all parking should be angle parking with lanes and traffic direction <br />clearly marked, or the parking lot should be expanded to allow standard 90 degree <br />parking and 24 foot drive lanes. Shared access and parking with Knights of Columbus <br />is also advisable for overflow from the Knights in the evening. It is unclear whether the <br />Knights of Columbus bingo operation will have adequate parking without a cross <br />parking easement. Sidewalks should extend along the east edge of the property from <br />the Snelling bike path to the corner of Oakcrest and the frontage road. <br /> <br />3.7) Landscaping is utilitarian. The plan is unclear on how this project will meet the <br />city master plan street tree standard requiring 40' to 50' of spacing between the conifer <br />trees along Snelling. Nine bark as a front hedge provides some flower interest, some <br />leaf color in fall, but is small and twiggy with no year-round opaque screening capability. <br />Red Maples in the parking lot may work, but these maples require a moist soil. It is <br />unclear whether these trees will be fed by an irrigation system. Willows in the parking <br />lot do create more mass, but the location of willows over or near the sewer line presents <br />possible root problems in the future. There is no low maintenance mulch in the parking <br />islands or pond area shrub beds, or in the entry planting south of the front overhead <br />door. No shade trees are added along the south or west side of the building or along <br />the south property line. Trees exist along the west property line. While new lighting is <br />shown on the landscape plan, height and downcast design are not specified. <br /> <br />4 <br />
