<br />manhole and a 15" storm pipe which flows east to Snelling Avenue. Silt fences will be <br />used during construction to reduce erosion. A construction rock entry will be used along <br />the Snelling frontage in order to reduce mud tracking and erosion from the entry. <br /> <br />2.5) Trash is proposed to be stored in an enclosed area at the northwest corner of <br />the site, using the same materials as the building to a height of 7.4 feet. The HVAC and <br />antennae locations are not found on the plans submitted. <br /> <br />2.6) City sanitary sewer will serve the site from the southwest, across the Knights of <br />Columbus parking lot to Oakcrest. A private utility easement is required. The city water <br />line to serve this site will enter the building from the east, along the Snelling frontage. <br /> <br />2.7) The landscape plan uses willow and shrub willow to screen the west side of the <br />building and the exit door from the health club and 8 spruces along the north side of the <br />building, adjacent to the park. Along the front of the building, the developer proposes a <br />hedge of deciduous shrubs (nine bark) to screen the parking (which is 7 feet closer to <br />the property line than allowed by the code) from Snelling. New boulevard/street trees <br />along Snelling are red maple. The parking lot has four shade trees; 2 red maple and 2 <br />willows. Sod is used as the turf. No low maintenance mulches are specified. <br /> <br />J.. Staff Comment: <br /> <br />3.1) The auto service/installation use proposed requires a conditional use permit <br />because of added safety issues, noise, traffic, repair/towing vehicles, and vehicles <br />being parked for repair in or near a limited business area or a residential zone. The <br />applicant must mitigate these impacts in order to be considered a compatible use. The <br />added traffic of this type of subregional use will increase the use of the north bound <br />Snelling Avenue left turn lane. <br /> <br />3.2) The applicant's variance request does not show a physical hardship that was on <br />the site prior to the project. The applicant has alternatives, including alternate <br />placement of the building or pond areas, or redesign of the new building to eliminate the <br />need for a variance. The screening, a nine bark hedge, does not meet the Roseville <br />standard of 30" minimum opaque screening with a combination of berming, plantings, <br />and/or fencing. <br /> <br />3.3) The exterior materials do not meet the current practices or approvals of the city <br /> <br />3 <br />
