<br />EXTRACT OF MINUTES OF A MEETING OF THE <br />CITY COUNCIL OF THE CITY OF <br />ROSEVILLE, MINNESOTA <br /> <br />HELD: APRIL 28, 1997 <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, Ramsey County, Minnesota, was duly held at City Hall in said City on the <br />28th. day of April, 1997, at 6:30 o'clock p.m. <br /> <br />The following members were present: <br />and the following were absent: <br /> <br />Councilmember introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. q q 01 <br />RESOLUTION APPROVING THE SALE'OFCERTAIN LAND TO <br />LARRY ALM, DBA SOUTHWIND OF ROSEVILLE, L.L.C. , <br />FOR DEVELOPMENT PURPOSES <br /> <br />Be it so resolved by the City Council (the "Council") of the City of Roseville, <br />Minnesota (the "City") as follows: <br /> <br />WHEREAS, in 1991, the City of Roseville City Council, acting under its HRA <br />authority acquired 2.1 acres of land for $141,113 from Ramsey County and Steve Zeece, <br />legally described as: Lot 1, Block 1, THORNTONS ADDITION, according to the recorded <br />plat thereof, except that part of the North 150 feet of said Lot 1 lying Easterly of the West <br />80 feet of said Lot 1 and except the South 240 feet of said Lot 1 and except the East 147 <br />feet of said Lot 1; subject to easement, and Lot 12, Block 1, ZEECE ADDITION, all in <br />Ramsey County, and <br /> <br />WHEREAS, the intent of the HRA acquisition was to combine smaller, less <br />buildable parcels into one project parcel for sale and redevelopment, and <br /> <br />WHEREAS, the City of Roseville Comprehensive Plan, and Policies and Housing <br />Program encourage housing rehabilitation and new housing that is adaptable in design and <br />fits many life styles, and <br /> <br />WHEREAS, the Larry Aim, DBA Southwind of Roseville, L.L.C. twin home project <br />will provide 32 new units of housing on vacant, underused land, and the proposal is <br />consistant with the City of Roseville Comprehensive Plan and Housing Programs, and <br /> <br />WHEREAS, there are $39,000 in extraordinary costs that must be incurred to <br />correct site and soil deficiencies as shown in Exhibit A, and <br />
