<br />REQUEST FOR COUNCIL DISCUSSION/DIRECTION <br />DATE: 02/18/97 <br />ITEM NO: <br />~t Approval: Manager Approved: Agenda Section: <br />Reports <br />Item Description: Sketch Plan review of proposed residential PUD <br />development on the Zeece property and the adjacent City owned property <br />at Albermarle and County Road B <br /> <br />Background <br /> <br />Steve Zeece Sr. owns approximately 3 acres of land in the area of <br />Albermarle and County Road B west of Rice Street. The City owns <br />approximately 2 acres of land adjacent to the Zeece property which has <br />been designated for possible development in conjunction with the Zeece <br />property. Both properties are zoned R-1 Single Family Residential and are <br />guided for medium density residential purposes in the City's <br />Comprehensive Land Use Guide Plan (4 to 10 units per acre). The <br />comprehensive plan also indicates that the site should be developed as a <br />Planned Unit Development (PUD). The City Council has also indicated that <br />the lots fronting on Burke should have an architectural design that makes <br />them "design compatible" with single family units. <br /> <br />Mr. Zeece's property has previously been platted into single family lots and <br />Albermarle has been constructed to provide access to these lots. Three lots <br />have access from Burke Avenue on the south. Only one of the lots have <br />been built on. The city owned property is vacant and has not been platted. <br />The city has acquired one of Mr. Zeece's lots to provide access to the city <br />owned property from Albermarle. <br /> <br />Current Proposal: <br /> <br />Mr. Larry Aim from Southwind Homes, Inc. has signed a purchase <br />agreement with Mr. Zeece to acquire his property to develop 18 twin <br />homes. Mr Aim has also expressed an interest in acquiring the City's land <br />for the development of additional twin homes. The proposed twin homes <br />would be single story 1380 square foot units whic~uld sell for <br />approximately $139,900. The target market would be retired empty nesters. <br />The density of the project would be approximately 6 units per acre which is <br />consistent with the medium density comprehensive plan designation. <br /> <br />1 <br />
