<br />REQUESTFORCOUNC~AcnON <br />DATE: 04/14/97 <br />ITEM NO: PF2885 <br /> <br />Department Approval: Manager Approved: Agenda Section: <br />Hearing <br />Item Description: Southwinds of Roseville - Preliminary and Final Plat, Easement <br />Vacations, and Concept Plan rezoning approval for proposed <br />residential PUD development on the Zeece property and the <br />adjacent City owned property at Albermarle and County Road B <br />by Lawrence Aim. <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Steve Zeece Sr. owns approximately 3 acres of land in the area of Albermarle <br />and County Road B, west of Rice Street. The City owns approximately 2 acres of land <br />and 1 acre of roadway adjacent to the Zeece property which has been designated for <br />possible development in conjunction with the Zeece property. <br /> <br />1.2 Mr. Zeece's property has previously been platted into single family lots and <br />Albermarle has been constructed to provide access to these lots. Three lots have <br />access from Burke Avenue on the south. Only one of the lots has been developed. The <br />city-owned property is vacant and has not been platted. The city has acquired one of <br />Mr. Zeece's lots to provide access to the city owned property east from Albermarle. <br /> <br />1.3 Mr. Zeece is selling the property to Lawrence Aim, (Southwind Homes), who will <br />develop the site. Mr. Aim presented the concept at the January 8, 1997 Planning <br />Commission meeting for sketch plan review prior to beginning the PUD process. The <br />Planning Commission reviewed the PUD concept in March, 1997. <br /> <br />2Jl CONSISTENCY WITH ZONING AND COMPREHENSIVE PLAN <br /> <br />2.1 In September of 1994, the City adopted a new comprehensive plan designation <br />for this site that allowed medium density housing (4 to 10 units per acre) in a Planned <br />Unit Development format, provided the units that face Burke have an architectural <br />design that makes them compatible with single family units. (See Compo Plan, LAND <br />USE-pg.27-28.) <br /> <br />2.2 Both properties are currently designated for medium density residential <br /> <br />1 <br />
