BACKGROUND <br /> <br />1.1 Steve Zeece Sr. owns approximately 3 acres of land in the area of Albermarle and <br />County Road B, west of Rice Street. The City owns approximately 2 acres of land and 1 <br />acre of roadway adjacent to the Zeece property which has been designated for possible <br />development in conjunction with the Zeece property. <br /> <br />1.2 Mr. Zeece's property has previously been platted into single family lots and <br />Albermarle has been constructed to provide access to these lots. Three lots have access <br />from Burke Avenue on the south. Only one of the lots has been developed. The city-owned <br />property is vacant and has not been platted. The city has acquired one of Mr. Zeece's lots <br />to provide access to the city owned property east from Albermarle. <br /> <br />1.3 Mr. Zeece is selling the property to Lawrence Aim, (Southwind Homes), who will <br />develop the site. Mr. Aim presented the concept at the January 8, 1997 Planning <br />Commission meeting for sketch plan review prior to beginning the PUD process. The <br />Planning Commission reviewed the PUD concept in March, 1997. <br /> <br />2.0 CONSISTENCY WITH ZONING AND COMPREHENSIVE PLAN <br /> <br />2.1 In September of 1994, the City adopted a new comprehensive plan designation for <br />this site that allowed medium density housing (4 to 10 units per acre) in a Planned Unit <br />Development format, provided the units that face Burke have an architectural design that <br />makes them compatible with single family units. (See Compo Plan, LAND USE-pg. 27-28.) <br /> <br />2.2 Both properties are currently designated for medium density residential purposes. <br />The City Council has also indicated that the lots fronting on Burke should have an <br />architectural design that makes them "design compatible" with single-family units. <br /> <br />1 <br />
