<br />March 4, 1997 <br /> <br />To: Rick Jopke, Assistant Director of Community Development <br /> <br />From: Jay Kennedy, Assistant Director of Public Works ~ <br /> <br />RE: PLANNING FILE 2885, PUD AND PRELIMINARY AND FINAL PLAT <br />SOUTHWINDS OF ROSEVILLE <br /> <br />The Engineering Department has reviewed the above file and has the following comments: <br /> <br />1. There are currently no provisions for stormwater ponding on the site. An existing <br />downstream pond was designed to handle the existing single-family plat adjacent to <br />Albemarle Court only. It will be required to provide stormwater detention to account for the <br />increased impervious surface. <br /> <br />2. As part of the plat, 10 feet of additional right-of-way will be required on lots 7 and 8 for <br />County Road B. <br /> <br />3. The new roadway and cul-de-sac proposed east of Albemarle Court do not meet current City <br />codes and policies for roadway width or right-of-way width. It is proposed to construct a <br />28-foot wide roadway within a 50-foot right-of-way and a 90-foot diameter cul-de-sac within <br />a 1 DO-foot diameter right-of-way. The roadway and right-of-way widths will be adequate <br />provided an additional 5-foot utility easement be provided adjacent to the right-of-way. <br /> <br />4. There is currently a sanitary sewer easement within proposed lots 23 through 26. This <br />sanitary sewer was relocated as part of the Albemarle Court construction project. Since the <br />sanitary sewer within lots 23 through 26 is no longer needed, the utility easement should be <br />abandoned as part of the plat. The applicant must ensure that the existing utility is properly <br />abandoned before construction commences. It should also be noted that the survey does not <br />accurately reflect the construction of the new sanitary sewer. The locations should be <br />clarified before final plans are submitted. <br /> <br />5. Under the current proposal, a portion of the existing Albemarle Court right-of-way would <br />need to be vacated. <br /> <br />6. All streets and utility mains within the project will be owned and maintained by the City. As <br />such, the streets and utilities must be constructed to City standards. This includes <br />construction of straight-backed curb in all areas with the exception of the two cul-de-sac <br />areas where there are a number of driveways proposed. <br />
