<br />July 13, 2000 <br /> <br />Thomas Paschke, City Planner <br />Community Development Department <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Mr. Paschke: <br /> <br />I am pleased to report that the Southwinds ofRoseville Homeowner Association has substantially <br />completed most the of tasks you required of us in your May 31, 2000 letter to me. Following the <br />order of our five tasks from your letter, here are our results so far: <br /> <br />· The Association Board of Directors met on June 20th and adopted a defined grounds <br />maintenance plan after we walked through the entire development. Our lawn maintenance <br />company cleared overgrowth along the east and west sides of our grounds and now maintains <br />a three-foot mowed area around the entire development grounds. The Board define the open <br />space areas that are to be kept unmowed, in particular the southwestern section of <br />development. <br /> <br />· Dan Bucholz, along with the two association members who maintain the irrigation system, <br />again checked and adjusted all the sprinkler heads. They also installed a hose to water new <br />trees that may need supplemental watering. One of the irrigation members is Gerry Weier, the <br />Board Treasurer. <br /> <br />· While some bare spots have been addressed, we are waiting for Mr. AIm to install sod as <br />prescribed so that we can seed the rest of the spots. <br /> <br />· Weeds have been cut and mulch has been installed around the evergreens along the <br />southwestern property line. More mulch will be installed at other locations on the grounds. <br /> <br />· The Homeowners Association is prepared to assume full responsibility for the landscaping and <br />only awaits Mr. Alm to complete his tasks. <br /> <br />With regard to the status of Mr. AIm's tasks, I carefully walked the entire grounds on July 1, <br />2000. At that time, Mr. Alm had addressed only half of his five tasks. First, his contractor has <br />replaced and installed the trees and shrubs you required. Second, he marked the property lines of <br />the development. Third, he again put in an ugly regrading and rock drainage swale for 2100 <br />Albemarle. At the time of this letter, he has not removed dead sod along County Road B or <br />removed construction debris in the retention pond or anywhere else in the development, or <br />cleaned and repaired the retention pond riprap etc, or put in the V-shaped sod required for the <br />eastern swale of the retention pond. <br />
