Signcrafters Inc. appeared before the Planning Commission at the February 1995 meeting <br />with an application for a variance to Section 14.040 of the City Code. This section of the <br />code speaks to electronic messages on signs in the City ofRoseville. The purpose of the <br />variance request was to install an electronic silent radio system proposed to be located <br />over the Arby's drive through pickup window at 2105 N. Snelling Avenue. At that <br />meeting, the Planning Commission unanimously recommended denial of Signcrafters Inc. <br />request for the variance. The Commission directed staff to prepare language for an <br />amendment to the sign code that would allow electronic signs on site for consideration at <br />the March 8, 1995 meeting. At the April 10, 1995 meeting, the City Council asked that <br />the proposed amendment be modified and brought back to the April 24, 1995 meeting. <br /> <br />Development Summary <br /> <br />1. The Arby's restaurant is located at 2105 N. Snelling Avenue. The property under <br />consideration is guided for business purposes and is zoned B-3 General Business. The <br />existing sign package for the restaurant includes a pylon sign and wall signage, a menu <br />board and miscellaneous directional signs. The silent radio system proposed is 12 inches <br />tall and 72 inches long and is proposed to be mounted over the drive through pick up <br />window. With the L.E.D. system, the silent radio will be displaying continuous <br />information ranging from current news headlines, sports remhs, and product promotion <br />for the Arby's restaurant. The message board will not be seen from the street, and given <br />its size and low intensity lighting is intended to be seen only from a few car lengths away <br />in distance. The neighboring property to the west is an apartment complex located in <br />excess of 300 feet from the sign. <br /> <br />2. In order to allow such interior electronic information devices, staff suggests the following <br />language: <br /> <br />Section 14.040 Flashing Signs Prohibited. Signs addressed to drive b,y traffic (not <br />interior sieos) giving off intermittent or rotating beams shall not be permitted in any <br />district.
