Re:

Planning File #2887
CB Commercial Telephone Antennas
Roseville Professional Center
2233 Hamline Avenue

rr ~7
April 4, 1997

Dear sir:
We received your public hearing notice regarding the above on March
29,1997, and wish to respond. A request for a conditional use permit
allows too much leeway to the installer. The permit should be definite
as to what and how much is allowed to be installed. In your "Purpose" on
the hearing notice we should have had information like: how tall are these
antennas to be--100 feet, 50 feet, or what? how many are to be installed--
six, three, what? and what is the placement to be--the north side, the
south side, or where? You can easily see our concern about a conditional
use permit. By not giving us this information, as homeowners, it indicates
to us that the permit is not one we would likely approve. Undoubtedly,
the city council has already decided on approval, but we still disapprove.
To give you a good indication of why we are concerned about any such
proposal regarding the Professional Building, may we mention a few things
going back to 1970 when the Keller Corp. built it. Naturally, as is the
case of any large building going into one's back yard, we opposed it, along
with all the other neighbors involved. The Keller Corp. at a city council
meeting said the structure would be three stories high, and if needed at
a future date, another three-story building would be built. As we watched
in awe, not only did the three stories get built, but a fourth, fifth, and
sixth story also. We trusting homeowners had fallen for the three story
plan, which was never the plan in the first place! THEN, later, the air-
conditioning unit with its fans , noisy cantilevers, etc. were added on
the roof making it really a seven-story building. Now, how much taller
is this addition going to make it?
We are sure the antennas will be placed on the south side of the
roof. After all, that's where everything else we don't like has been added.
They placed the garbage containers there so we homeowners can be bothered
by the high-powered trucks noisy motors and the noise of garbage cans hit-
ting the pavement when they are set back down on the pavement at five or
six o'clock in the morning. With windows open in summer, one cannot help
but waken to this noise. When the building was first built in 1970,
the neighbors on the north side were the Post Office and the Funeral Home.
But, put the noise on the south side of the building where the homeowners
livel That south side also can deal with the mess of garbage, food con-
tainers, dental supplies, etc. which we constantly find in our back yards.
When we complained about this to city hall, our complaints were never
responded to....as usual.
The building developers, owners, managers, or whatever never seem to
give a thought or consideration to the block of homeowners on Sandhurst Dr.
just to the south of them, so why should we be willing to approve this
request which likely will easilY interfere with our radio and television
recept i on??? !!t

~

In all si~erity,
uJ~ r4..~ --.-
~f~~
Willard nd Alice Johnson
1371 Wes Sandhurst Drive
Roseville, Minnesota, 55113
