<br />REQUESTFORCOUNC~AcnON <br /> <br />DATE: OS/27/97 <br />ITEM NO: 1-1 <br /> <br /> <br />Manager Approved: Agenda Section: <br />LAND USE <br /> <br />CB Commercial request for conditional use permit approval to allow <br />attachment of cellular telephone antennas to the penthouse roof of <br />Roseville Professional Center, located at 2233 Hamline Ave <br />(PF#2887) <br /> <br />1.0 Background <br /> <br />1.1 CB Commercial has requested approval of a conditional use permit to allow <br />placement of three additional cellular telephone antennas on the roof and <br />penthouse of the Roseville Professional Center, a six-story building located at 2233 <br />Hamline Avenue. One cellular antenna currently exists on top of this building. It <br />was erected prior to the current tower regulation and is considered pre-existing and <br />non-conforming. <br /> <br />1.2 Section 1012.10 A 4 states that commercial receiving or transmitting antennas and <br />towers not located on a city tower site shall be a conditional use. Commercial <br />receiving or transmitting antennas and towers may only be located in B Business <br />or I Industrial Districts <br /> <br />1.3 Section 1012.10 A 12 states that antennas attached to, but not above, the exterior <br />walls of buildings as an integral part of the architecture shall be a permitted use in <br />all B Business and I Industrial Districts. The proposed antennas project above the <br />roof and are not an integral part of the architecture. <br /> <br />1.4 When an applicant requests a tower which does not meet the city code <br />requirements, or is not located on a city owned or controlled site, the applicant is <br />requested to demonstrate ~ it is not technically feasible to locate the antennas <br />on a city tower or meet the code requirements. In this case the antennas are not <br />on a city tower and would not meet the code because they are placed above the <br />roof line. <br /> <br />1.5 The applicant's description of why it is not technically feasible to locate antennas on <br />a city owned or controlled site or make the towers/antennas an integral part of the <br />building architecture is attached as Exhibit "A". (The city design standards do <br />require new roof mounted utility or HVAC equipment to be visually screened.) <br /> <br />PF#2887 - RCA (05/27/97) - Page 1 of 4 <br />
