<br />2Jl HISTORY OF LAND USE AND ZONING QESlGNA TIONS <br /> <br />2.1 The Roseville Professional Center is designated "B" on the comprehensive plan <br />map and is located in a "B-1" (limited business) zoning district. The building is <br />consistent with the comprehensive plan and is a permitted use in the "B-1" zone. <br /> <br />2.2 To the north ofthe Roseville Professional building is a funeral parlor and a one-story <br />office building formerly used as a post office. Further north is the Dayton's Home <br />Store and Highway 36. To the east is Hamline Avenue and residential structures <br />east of Hamline. South of the site are single-family homes, offices and a gasoline <br />station. West of the site is a series of multi-family housing units. <br /> <br />2.3 Towers used for cellular antennas exist on the Chandler Wilbert site and at the <br />Roseville Water Tower site. <br /> <br />2.4 In the past the building has been reviewed by city building inspectors. The building <br />does not meet the requirements of the building and codes for fire rated exit <br />corridors. It is the city policy not to approve additional zoning or land use permits <br />within buildings which are in violation of the building or fire codes. <br /> <br />3.0 c..S COMMERCIAL PROPOSAL <br /> <br />3.1 The CB Commercial proposal includes three antenna placements on the penthouse <br />roof and additional control and switching equipment in the penthouse. The three <br />new antennas would be clearly visible on top of the building. It is unclear whether <br />CB Commercial cellular clients would use one or more of the antennas. <br /> <br />3.2 No new parking or driveways are proposed. Service vehicles are estimated to be <br />on the site for up to three hours per week. Parking will be done in the existing <br />parking lot. <br /> <br />3.3 In the CB Commercial proposal the geographical area to be serviced by these <br />antennas is clearer but depends on "shadowing" of antennas. This digital cellular <br />network has a service radius of .75 to 1.0 miles. <br /> <br />3.4 It is possible to serve this area from towers located at the Roseville Water Tower <br />site and the St. Paul Water Authority property. <br /> <br />3.5 No underground or overhead utility line expansion is proposed. <br /> <br />4.0~ <br /> <br />4.1 The applicant will explain why it is not technically feasible to meet the requirements <br />of the code and integrate such antennas or add them to an existing tower.
