<br />County Road B2 and Long Lake Road <br /> <br />This intersection is currently unsignalized and operates at Level of Service B, as an all-way <br />stl:>p. If no improvements to the intersection are made under the 2001 Build conditions, the <br />intersection will operate at Level of Service E, based on a critical lane analysis. If a two-phase <br />sil~al is installed, Level of Service B will be maintained; however, the 2001 Build condition <br />peak hour volume does not satisfy signal warrants. <br /> <br />County Road B2 and Prior Avenue <br /> <br />This intersection currently operates as an all-way stop with an overall Level of Service F, using <br />a I~riticallane analysis. Under the build conditions, the intersection will operate at Level of <br />Se:rvice F, with no additional capacity improvements. However, by adding a two-phase traffic <br />sil~al, Level of Service of B will be obtained. Peak-hour volume warrants are satisfied for the <br />build condition and could be used as part of a signal justification. <br /> <br />County Road C and Long Lake Road <br /> <br />This intersection is currently signalized and operates at Level of Service C. Under the build <br />conditions, the intersection could maintain Level of Service C by adjusting the cycle length. <br />Since this signal is not interconnected, this change should be easy to implement. <br /> <br />Cleveland Avenue and W. Cleveland Service Road <br /> <br />This is currently an unsignalized T-intersection which operates with a one-way stop on the <br />minor-leg approach. The stopped approach currently operates at Level of Service C. Under the <br />build conditions the stopped approach will operate at Level of Service D. The proximity of this <br />in1rersection to the County Road C/Cleveland Avenue intersection and to the railroad track is a <br />concern. The queue length of northbound vehicles approaching County Road C extends across <br />th,e tracks beyond this T-intersection. Low volumes on the Service Road keep this from being a <br />mlljor problem. However, options such as eliminating the eastbound left-turn move could <br />im.prove the operations and safety at this intersection. <br /> <br />St. Croix Street and the North 36 Service Road <br /> <br />This is currently an unsignalized T-intersection which operates as a one-way stop on the <br />minor-leg approach. Concerns have been raised regarding the site distance at this intersection. <br />Traffic volumes on the service road are relatively low; and trees and bushes on the east side of <br />St" Croix Street, north and south of the service road do not seem to compromise the line of site. <br /> <br />Table 22.2 <br /> <br />P.M.
