<br />December 11, 1997 <br /> <br />EXCERPT OF MINUTES FROM PLANNING COMMISSION MEETING <br />OF DECEMBER 10, 1997 <br /> <br />****************************** <br /> <br />RE: JAMES ADDITION NEIGHBORHOOD TASK FORCE <br />FINAL REPORT AND RECOMMENDATIONS <br /> <br />Craig Christenson, Chairperson of the James Addition Task Force, reported on the <br />recommendations from the Task Force since June, 1997, based on the written report <br />dated December 3,1997. <br /> <br />Representatives of the Knights of Columbus presented background and asked that the <br />City consider the loss in value; the Knights of Columbus has been offered $1.5m and <br />asks the City to purchase it at the same price. <br /> <br />Chairman Keith Wietecki explained the taking issues related to the City down-zoing. <br /> <br />John Owens, 1345 W. Skillman, explained his concern with the time spent on Fairview <br />Avenue. <br /> <br />Peter Coyle, Larkin Hoffman, representing National Tire Warehouse respectfully <br />disagreed with the Report by the Task Force. The primary responsibility of reducing <br />noise and traffic will continue to grow regardless of the use of the southeast 6.0 acre <br />area. The National Tire proposal is low noise, traffic and appropriate. The estimated <br />costs of acquisition are low and do not reflect the market. The housing does not fit or <br />fix the neighborhoods. The National Tire Warehouse proposal does help meet the <br />requirement. The C.!. would benefit the neighborhood. Two alternatives for National <br />Tire Warehouse were distributed by Mr. Coyle. <br /> <br />John Goedeke noted that the City has a policy of not forcing business out of a site. The <br />Council felt the neighborhood was due a careful look at its own future. The Council <br />also expressed interest in the senior housing proposal. <br /> <br />No further comments were offered. <br /> <br />Chairman Wietecki noted that in 1994 during the Comprehensive Plan review process, <br />the Commission identified this areas as one that should do a neighborhood plan. <br /> <br />Motion: Chairman Keith Wietecki moved, seconded by Member James Mulder, to <br />accept the James Addition Task Force report, as submitted to the Planning Commission <br />on December 10, 1997, as the basis to amend the Comprehensive Plan and <br /> <br />1 <br />
