<br />JJJ .NSP PROPOSAl. <br /> <br />3.1 NSP proposes to operate the portable grinder on the site up to six times per year <br />to grind wood/vegetation into wood chips for re-use by residents. The wood comes <br />from NSP utility trimming operations. The wood trimmings would be stockpiled between <br />grinder visits. <br /> <br />3.2 The grinder would be on the tree site for 8-12 hours per time. <br /> <br />3.3 NSP estimates the decibel level at 82 when the grinder is in operation. <br />A front-end loader is used to load the grinder. Two employees are on site at <br />all times. <br /> <br />3.4 Provision is being made for city or resident use of the site. <br /> <br />3.5 The nearest NSP grinder site to Roseville is at the St. Paul Campus <br />of the university. <br /> <br />3.6 The estimated production per grinder hour is 45 tons - up to 500 tons per day. <br /> <br />3.7 Ramsey County loaders and trucks would move the material to distribution sites <br />away from the grinder operations site. Up to ten NSP contractor trucks could be <br />temporarily parked on the site. Worker's personal vehicles could also be parked on <br />the site. <br /> <br />4Jl STAFF COMMENT <br /> <br />4.1 Review the video and background information regarding the machinery. <br /> <br />4.2 Stockpiling of materials should be closely monitored or be closed to the public to <br />reduce possible injury or fires. Gates or fencing may be an acceptable solution. <br /> <br />4.3 The grinder machinery noise is high (82 decibels). The applicant must assure <br />the MnPCA standards for daytime use can be met. For comparison, a jet airplan is 110- <br />120 decibels, a rock concert is 105 to 110 decibels, background interstate traffic noise <br />is 62 to 65 decibels. <br /> <br />4.4 As is the case during snow removal periods, the moving, feeding and removal of <br />the final product (chips) may also cause noise due to county loading and hauling <br />equipment and back-up warning systems. <br /> <br />2 <br />
