<br />2.5 Mendota Homes, Inc. will enter into a Planned Unit Development/Subdivision <br />Agreement with the City which will outline the Developer's as well as the City's <br />responsibilities. <br /> <br />2.4 Section 1008 of the City Code outlines the requirements and procedures for a <br />planned unit development, including the coordination with subdivision regulations. <br /> <br />Section 1102 of the City Code outlines the requirements and procedures for the <br />subdivision (platting) of property, including the data necessary for preliminary plat <br />review. <br /> <br />Section 1103.07 of the City Code outlines the requirements for park land dedication <br />or payment in lieu thereof. <br /> <br />JJl STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. The Comprehensive Plan designates the triangular-shaped parcel as <br />Medium Density Residential. The Comprehensive Plan also specifically <br />addresses this parcel. Since this parcel is adjacent to single family <br />development as well as a major highway, the most compatible use was <br />identified as a medium density townhome project similar to those nearby in <br />St. Anthony. It is also stated in the Plan that such a use will reduce potential <br />traffic impacts on adjacent residential streets. <br /> <br />2. In conjunction with the application for this request, the following documents <br />have been submitted and reviewed by staff In preparation of this report: <br /> <br />* <br /> <br />a preliminary plat and final plat <br />a grading and erosion control plan for Phases I and II, including <br />layout of off-street parking areas, location of buildings, and delineation <br />of the wetland (dated 11/10/97); <br />a landscaping plan for Phase I (dated 07/11/97); <br />building elevation plans for Phase I (dated 11/10/97); <br />building floor plans for Phase I (dated 11/10/97) <br />a preliminary utility servicing plan <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />3. The presence of a wetland on the property presents site development <br />challenges. Rather than filling in the entire wetland and providing <br />replacement wetlands off-site, the applicant is proposing to place minimal fill <br />in two locations and provide replacement wetlands on-site. A wetland <br />mitigation plan as well as a stormwater management plan for the project will <br />be submitted to the Rice Creek Watershed District for review and approval. <br />Any wetland mitigation will be done in accordance with this plan. <br /> <br />PF#2891 - RCA (02/09/98) - Page 3 of 5 <br />
