4. The overall density of the project (30 units on 2.97 acres) will not exceed
medium density residential standards (4-10 units per acre); however, the
units will be clustered in one three-story 30 unit building rather than in
townhomes. In addition, the clustering of the units in one building presents
the advantage of needing only one access point on County Road C2 and no
access points on Trunk Highway 88.

5. The project will have minimal traffic impacts on the surrounding roadways.
County Road C2 has a forecasted average daily traffic count (ADT) of 1600
in 2010 (west of Highway 88) and Highway 88 has a forecasted ADT of
13,700. Phase I of project as proposed is expected to generate a maximum
of 200 to 250 vehicle trips per day. The new signal at County Road C2 and
Highway 88 will benefit residents by providing safe ingress and egress to the
property.

6. The final plat meets the requirements of Section 1102 of the City Code. The
proposed name of the subdivision is Roseville Commons, which does not
duplicate the name of any plat previously recorded in Ramsey County.

7. The proposed project (final development plan and final plat) as proposed is
in harmony with the general purpose and intent of the City's Comprehensive
Plan and Title 10 of the City Code (Zoning).

8. The proposed project (final development plan and final plat) will not
adversely affect the public health, safety, or general welfare.

4Jl STAFF RECOMMENDA TION

4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends the
following:

1.
