We suggest that the results will indicate that the Costco proposal is not <br />the "best" development for the property, but that it is a good proposal <br />in that it will attract other users compatible and useful to the <br />redevelopment process in this area of the City. Other large scale <br />discount merchandisers may be attracted, which can and will be <br />complementary to what we beEeve can be a fine office district to the <br />northwest between Cleveland Avenue and Langton Lake, served by an <br />extension of Mount Ridge Road and a connection of lona Lane to <br />Cleveland Avenue. These are routes we have been fighting to maintain <br />and enhance since the days of the Hyman Motorfreight Expansion. <br /> <br />16. This development includes a proposed 16 foot 6 inch expansion of the <br />easement for County Road C (up to 49-1/2 feet from the center line as <br />required by the County). A 20 foot setback from that new property <br />line is proposed (15 feet is required). The drawings do not indicate a <br />sidewalk which' is required. The Engineering Staff informs us that a <br />finalized 1rainage plan has not been evolved, though meetings are being <br />conducted between the engineering consultant (Schoel and Madsen) and <br />toe City Engineering Staff. Your City Engineering Staff will comment <br />on the progress of the drainage solutions at the Planning Commission <br />hearing. <br /> <br />17. The landscape plan is generally acceptable, except we feel that there <br />should be addi tional planting along the east side of the property to <br />screen the truck loading area. <br /> <br />18. In summal'Y, this proposal is for an amendment to the comprehensive <br />plan from industrial to busine:Js. Though, a greater area, may be <br />ultimately designated for business purposes, weo, suggest for the purpose <br />of this development that only this site be so designated. The rezoning <br />from 1-1 to 8-4 is proposed and would be consistent with the <br />amendment to the comprehensive plan changed to the business land use <br />category. A special use permit is requested for approval of ~he site <br />plan. Such approval can be /TIade conditional uVm final engineering <br />details, final landscape plans, construction of Prior ,11....'''!n'JC and Mount <br />Ridge Road at the applicant's expense, and contribution to the overall <br />drainage solution, as may be designated- by mutually ,acceptable <br />engineering analyses. <br />
