<br />. <br /> <br />. <br /> <br />. <br /> <br />- <br /> <br />CITY OF ROSEVILLE <br />PLANNING DISTRICT 10 <br />EVALUATION <br /> <br />Summary Of Issues - 1994: <br /> <br />Planning District 10 extends from County Road "D" on the north to Highway 36 to the south, <br />and from the west boundary of the City to a portionof Snelling Avenue on the east. It is the <br />single largest district in the City and included 63.86 acres of developable land in 1994. The <br />area has the most industrial land in the City. The policy plan of the City states that in the <br />future, the City will attempt to move major industrial users and transportation intensive users <br />to the west side of Interstate 35W and to redevelop areas from the Interstate 35W, east to <br />Snelling Avenue for high tech business, medical laboratory, and light industrial type users. <br /> <br />Site 10-1 is the Tower Place area south of County Road C. A master land use redevelopment <br />plan will be prepared for this land from County Road "C", to County Road "B-2", and from <br />Cleveland Avenue to Fairview Avenue. In this area, there are a mix ofindustrial, retail, and <br />business uses. The Planning Commission and Council, in the past, have requested that this <br />area be designated for a mix of office, high tech uses, except for the northwest corner of <br />Fairview and "B-2," where a retail complex could be developed. In 1994, the Planning <br />Commission recommended changing the designation of this area from Industrial to Business. <br />The City Council acted to change the area from Industrial to Business, in the form of a <br />Business park, which could develop through the use of smaller project by project planned unit <br />developments (south of County Road "C", between Fairview and Cleveland Avenue). <br /> <br />Within District 10, there are a number of small residential areas, one of which is located at <br />County Road "C-2" and Highway 88. The Comprehensive Plan designation of high density <br />residential is inconsistent with the R-1 zoning in the area. <br /> <br />The Centre Pointe planned unit development along Cleveland Avenue, is within District 10. <br />This area has taken longer than normal to develop and has numerous vacant garden <br />office/warehouse and office parcels which could also be used for office/industrial uses. The <br />1985 planned unit development for Centre Pointe should be evaluated to determine whether <br />an amendment is necessary. It is clear, however, that no retail activity was anticipated in the <br />Centre Pointe area. <br /> <br />To the west of the Byerly's site (between Snelling and Fairview, on County Road "C") is the <br />Fruehauf site. This site is designated for headquarters and light industrial/high tech uses and <br />is considered part of the Twin Lakes project. The Twin Lakes project, which is a master <br />planned business park area, anticipates that this site will be used for higher tech light <br />industrial uses or office uses which provide head of household jobs. It has also been evaluated <br />a number of times for potential of a major retail power center, including discounters such as <br />Walmart and Builders Square. With over 10,000 vehicles per day already on this portion of <br />County Road "C", high traffic generating retail will create turning movement problems. <br /> <br />Roseville Comprehensive Plan - 1998 Update <br /> <br />Land Use - Page 19 of 29 <br />
