The proposed use of the property for a one operator beauty parlor as a home occupation is consistent with the City's Comprehensive Plan's Low Density designation. 4.0 STAFF RECOMMENDA TION 4.1 Staff recommended approval of the request for conditional use permit to allow a beauty parlor as a home occupation at 1120 County Road C2, with seven conditions. 5.0 PLANNING COMMISSION ACTION 5.1 The Planning Commission held a public hearing on this request on Wednesday, June 11, 1997. Ms. Alwan was present to answer questions and provide additional information. No residents commented on this request during the public hearing on June 11th; however, a letter objecting to the request was received on June 16th from an adjacent property owner. 5.2 The Planning Commission recommended approval of the request for conditional use permit to allow a beauty parlor as a home occupation at 1120 County Road C2, based on the findings in Section 3.1 and with the following conditions: 1. The hours of operation must be limited to the following: 7:00 a.m. to 8:00 p.m., Monday through Friday, and 8:00 a.m. to 12:00 noon on Saturday. There shall be no hours of operation on Sunday. 2. There shall be no more than two client cars at the residence at a time, and said cars must be parked on the existing residential driveway. 3. The beauty parlor shall be limited to one room within the residence. 4. The applicant shall be the sole operator of the salon. 5. There shall be no exterior storage of equipment or materials used in the operation of the beauty parlor. 6. Signage shall be limited to one sign not exceeding three square feet of area per surface, in accordance with the requirements of Section 1009.04A, City Code. Said sign shall not be illuminated. 7. The conditional use permit is issued to Laura Alwan and shall become invalid if the property is sold or if the beauty salon is no longer operated by Ms. Alwan. PF#2912 - RCA (07/14/97) - Page 3 of 4
