The conditional use permit process <br />for this request allows the City to consider compatibility with adjoining properties; <br />impacts on traffic, public facilities, and property values; impact on the general <br />health, safety, and public welfare; and compatibility with the City's comprehensive <br />plan. The process also allows the City to impose those conditions it considers <br />necessary to protect the public health, safety, and welfare. <br /> <br />1.2 Action on this request was tabled at the June 23, 1997, City Council meeting <br />because the applicant was not present. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Laura Alwan and her husband occupy a single family residence at 1120 County <br />Road C2 W, which is located at the corner of County Road C2 Wand Lexington <br />Avenue N. The property is currently owned by George Reiling, although the <br />applicant and her husband are purchasing the property under contract. The <br />property is located in an R1 Single Family Residential District, and the <br />Comprehensive Plan identifies this property as Low Density Residential. Adjacent <br />land uses include single family residential to the west, undeveloped residential land <br />to the north and east, open space (Ramsey County park land) to the northeast, and <br />high density residential (apartments and rental townhomes) to the south. <br /> <br />2.2 Ms. Alwan is requesting a conditional use permit to allow the operation of a one <br />operator beauty parlor as a home occupation. The applicant intends to construct <br />a 16' x 20' four season porch on the back side of the existing home in order to <br />provide additional space for the salon. The attached three car garage and driveway <br />provides adequate parking space for the residents and one patron. <br /> <br />2.3 County Road C2 W in this area is a one block cul-de-sac extending west from <br />Lexington Avenue N. Since this residence is on the corner of County Road C2 W <br />and Lexington Avenue N, the additional traffic will have a minimal impact on the <br />residential neighborhood.
