Attachment C
OHMN,A24,2014
PENOUSEEETING OTESPRIL
The following is a brief summary the City’s Open House pertaining to the Comprehensive Plan
Land Use Amendment and Rezoning of the following properties:
1633-1776 Terrace Drive
Along north side of Terrace Drive adjacent to Oasis Park
o
2830 Fairview Avenue
At the corner of Fairview Avenue and Terrace Drive
o
2805-2823, 2825, and 2833-2837 Fairview Avenue
West side of Fairview Avenue adjacent to Langton Lake Park
o
Eight people who live in or nearby the area attended the open house to gain a better
understanding of what was proposed by the Planning staff.
The City Planner provided a historical review of what has occurred over the past 10+ years in the
Twin Lakes Redevelopment Area and an update regarding the re-envisioning process the
Community Development Department has been working on since October of 2012.
The City Planner continued with a review of the current proposal which would change the land
use designations and zoning of the subject properties from high density to community mixed use.
This would ensure that the above addressed properties would be consistent with remaining
parcels in Twin Lakes, and it would afford those properties greater choice/flexibility when
redeveloped, address existing non-conforming concerns, and eliminate the potential for
concentrated high density.
The attendees asked questions regarding any current developments being proposed for the area,
the timing of a Twin Lakes Parkway extension to Fairview Avenue, and about uses permitted on
Table 1005-1 of the Zoning Code. The City Planner answered their questions and other follow-
up questions regarding land use, zoning, and use.
All residents appeared comfortable with the changes and a couple were very supportive as they
did not desire the potential concentration of high density adjacent their properties.
The City Planner thanked the residents for their attendance and questions and indicated that the
next step in the process was to schedule the public hearing on the two changes before the
Planning Commission. The City Planner also indicated that they would receive another notice
and that most likely the City would have a link to the City’s website that shows the proposed text
amendments that deal with some minor use corrections and the creating of development
standards for the CMU District.
