Award Engineering Services Contract for the I-35W at Cleveland Avenue In- <br /> terchange Improvements <br /> City Engineer Marc Culver briefly reviewed staff's recommendation as detailed in <br /> the RCA dated August 11, 2014; and proposed as a result of 2012 federal funding <br /> and identification of the project as part of the previously-completed AUAR. Mr. <br /> Culver noted the receipt of three proposals as a result of the Request for Proposals <br /> (RFP) process, all from well-qualified firms, and each competitive in nature, with <br /> scoring listed in the RCA. <br /> Mr. Culver noted that each responded with the potential for a roundabout design <br /> at this intersection versus the proposed traffic signal design as required by any <br /> state or federal interstate system with that suggested as an option for intersection <br /> controls. Mr. Culver alerted Councilmembers that it may be a possibility that, <br /> during analysis by the consultant as required by MnDOT and Ramsey County for <br /> their approval process, it may be found that a roundabout design provided signifi- <br /> cant operational benefits; at which time the scope of the project would increase <br /> for design of a roundabout and additional construction costs. Mr. Culver noted <br /> that this was the largest risk item within this project. <br /> If the City Council awarded the work to SRF Consulting as proposed by staff, Mr. <br /> Culver noted that staff was recommending an optional task to the scope, as sug- <br /> gested by SRF, to include an analysis of whether the existing storm water trunk <br /> system's capacity from the expanded intersection had sufficient capacity. Mr. <br /> Culver advised that the cost of this additional task would add an additional $3,540 <br /> to the contract, but the SRF proposal remained lowest overall of the three pro- <br /> posals. <br /> Mr. Culver advised that staff had just received the consulting firm's comments on <br /> the draft agreement (Attachment B), with the City Attorney currently reviewing <br /> them, specifically addressing insurance and liability changes to the Standard <br /> Agreement for Professional Services,based on recent changes to State law. <br /> At the request of Councilmember Laliberte, Mr. Culver reviewed the proposed <br /> funding sources, pending the construction contract going out to bid in 2015 and <br /> total actual construction costs and including any consulting fees, as detailed in the <br /> RCA. <br />
