Regular City Council Meeting <br /> Monday,August 11,2014 <br /> Page 22 <br /> Mayor Roe clarified that there was an approximate $200,000 to $300,000 gap in <br /> the identified funding sources and final projected costs. <br /> At the request of Councilmember McGehee, Mr. Culver addressed future discus- <br /> sions and decision by the City Council if the consulting firm's analysis supported <br /> construction of a roundabout, and additional estimated costs for that additional <br /> design and construction option. At the request of Councilmember McGehee, Mr. <br /> Culver reviewed estimated annual costs for a traffic signal at approximately <br /> $1,000 to $2,000, wither general maintenance and signal pole maintenance mostly <br /> borne by Ramsey County and power costs borne by the City; with regular mainte- <br /> nance reviewed on a typical five year basis as traffic volumes changed. <br /> Councilmember McGehee expressed concern regarding past discussions and sug- <br /> gestions that roundabouts were not senior-friendly. <br /> Mr. Culver responded that there were already two roundabouts in that area that <br /> drivers would experience. <br /> With Mayor Roe and Councilmember Willmus clarifying that construction of a <br /> roundabout was only in the preliminary stages at this point, making this discus- <br /> sion premature, Councilmember McGehee asked that staff provide updated data <br /> on roundabouts for future discussions. <br /> At the request of Councilmember Etten, Mr. Culver advised that staff would con- <br /> tinue to work with MnDOT and/or Ramsey County on any area studies that may <br /> prove advantageous for the City's participation; and offered to look into any on- <br /> going projects currently underway along the corridor. <br /> At the request of Councilmember Laliberte, City Manager Trudgeon, with agree- <br /> ment by Finance Director Miller, clarified that tax increment financing(TIF) <br /> funds were available at this time, and the project would not rely on any future TIF <br /> dollars. <br /> Etten moved, McGehee seconded, award of an engineering services contract <br /> (DRAFTED in Attachment B) to SRF Consulting Group in the amount of <br /> $301,040, inclusive of the optional storm water system review; contingent upon <br /> City Attorney review of the agreement. <br /> For the benefit of the public, and for his personal clarification Councilmember <br /> Willmus reiterated that this project would not involve any type of assessment pro- <br /> cess to accomplish, but would be done with existing dollars, whether TIF or state <br /> highway dollars. Based on that situation, Councilmember Willmus advised that <br /> he would support the motion. <br /> Roll Call <br />
