Regular City Council Meeting <br /> Monday, August 11, 2014 <br /> Page 7 <br /> City Attorney Mark Gaughan opined that this notice most likely grew out of the <br /> desire to make sure all potential interested parties were aware of and able to at- <br /> tend the public hearing; but noted that he was not aware of any mandate requiring <br /> the City Council to take action as suggested in this item tonight and done histori- <br /> cally to-date. <br /> Roe moved, Etten seconded, directing staff to provide notification of and schedule <br /> liquor license hearings through administrative action and without seeking formal <br /> City Council action to do so. <br /> Councilmember Laliberte opined that she saw no harm in having the action come <br /> before the City Council first and provide double emphasis, as it provided another <br /> way for the public to become aware of the public hearing. <br /> Mayor Roe noted, in this case if the applicant was attempting to have their license <br /> granted prior to the State Fair starting on August 22, 2014, since the notice re- <br /> quired ten days before the public hearing date and had already been processed and <br /> advertised by staff, it became a moot point. Mayor Roe opined that, with public <br /> hearing notices processed administratively by staff for Planning Commission and <br /> others public hearings without the City Council's formal authorization this <br /> seemed to provide for more consistency across the board. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> Etten moved, McGehee seconded, setting a public hearing for August 18, 2014 to <br /> consider approving the requested liquor licenses for the remainder of calendar <br /> year 2014; subject to the completion of a criminal background check. <br /> Roll Call <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> 9. General Ordinances for Adoption <br /> 10. Presentations <br /> 11. Public Hearings <br /> a. Hearing to Solicit Public Comment on the 2015 Budget& Tax Levy <br /> At the request of Mayor Roe, City Manager Trudgeon advised that staff had no <br /> formal presentation, but encouraged public comment and questions on the 2015 <br /> City Manager-recommended budget at tonight's meeting.
