HRA Meeting <br />Minutes – Monday, July 28, 2014 <br />Page 5 <br />1 <br />The consensus of the body was that it was a valid cause and the HRA budget could support the <br />2 <br />initiative; and should take the lead. <br />3 <br />4 <br />Motion: Member Lee moved, seconded by Member Quam to authorize staff to find a <br />5 <br />third-party vendor to work with us to come to consensus on a tagline to be used for all <br />6 <br />City departments for the community to identify with. <br />7 <br />8 <br />Ayes: 5 <br />9 <br />Nays: 0 <br />10 <br />Motion carried. <br />11 <br />12 <br />d.Budget Discussions <br />13 <br />Ms. Kelsey provided the 2014 HRA Budget by fund, and prior to the HRA’s Finance <br />14 <br />Subcommittee beginning their formulation of the 2015 budget and levy, requested feedback <br />15 <br />from individual members. Ms. Kelsey included, as attachments, the HRA’s 2012-2016 <br />16 <br />Strategic Plan and their 2014 Work Plan. Ms. Kelsey asked for any additions, programs to <br />17 <br />eliminate or other suggestions. <br />18 <br />19 <br />Ms. Kelsey provided a detailed review of each 2014 program and their status. <br />20 <br />21 <br />In addition to current revenue sources, Ms. Kelsey advised that the City had negotiated with <br />22 <br />the University of Northwestern in their most recent development project, an annual payment of <br />23 <br />$18,000 for Payment in Lieu of Taxes (PILOT) program to be used specifically for economic <br />24 <br />development for Roseville businesses. As those funds accumulate, Ms. Kelsey advised that <br />25 <br />they would become available for the HRA to use as applicable, and in addition to State DEED <br />26 <br />or Ramsey County business funding and grants, who at this covered most financial assistance <br />27 <br />for business development or redevelopment. <br />28 <br />29 <br />th <br />Discussion included the current format of the Home and Garden Fair, currently in its 19 year <br />30 <br />and recently made part of the Living Smarter campaign; with average annual attendance of 800 <br />31 <br />to 1,200. Ms. Kelsey noted that the workshop turnout continues to improve and is very <br />32 <br />popular; with other workshops being schedule at other times during the year at the Roseville <br />33 <br />Library, with three scheduled for this fall, and others offered next spring. Ms. Kelsey noted <br />34 <br />that other similar events around the metropolitan area may have similar goals in offering a <br />35 <br />“one stop shop” for homeowners considering remodeling or renovations, those typically <br />36 <br />required admission, and the City continued to offer the Fair and workshops free of charge. Ms. <br />37 <br />Kelsey noted that other communities had attempted an every other year approach, but it was <br />38 <br />proving problematic. Ms. Kelsey noted that Roseville staff continued to struggle with the Fair <br />39 <br />and amount of time it required, but continued to streamline and revive the project; and sought <br />40 <br />HRA input on whether or not to continue the Fair in its current format. <br />41 <br />42 <br />Member Elkins opined that it was an excellent Fair and continued to receive lots of good <br />43 <br />comments; and she thought it was important to continue the green theme. <br />44 <br />45 <br />Chair Maschka noted that it provided good business connections as well; with Member Lee <br />46 <br />concurring. <br />47 <br />48 <br />While recognizing that it was a tremendous amount of work for staff, Member Masche opined <br />49 <br />that the financial expenditure itself was small compared to the rest of the HRA budget. <br />50 <br />51 <br />52 <br />At the request of Chair Maschka, Ms. Kelsey advised that the HRA Assistant Jane was <br />53 <br />changing the registration time this year from the typical six-month time period from September <br />54 <br />of the prior year to a shorter two-month registration, hoping that would help reduce the <br /> <br />
