The <br />property is zoned R-1 Single Family Residential and adjacent land uses are all <br />single family residential. <br /> <br />2.2 Mr. and Mrs. Booms are requesting a variance from Section 1004.01A to reduce the <br />front yard setback of a private detached garage to three feet for the purpose of <br />replacing a 14.5' x 22' garage with a 22' x 22' garage. The existing detached garage <br />is located right at the southern edge of the South McCarrons Boulevard right-of-way <br />and is in need of replacement. In addition, the City is currently undertaking a public <br />improvement project on South McCarrons Boulevard (P-97 -03) , which will raise the <br />elevation of the roadway, widen the roadway, and reduce the length of the <br />applicants'driveway. There is a substantial grade to the parcel, with the house <br />sitting approximately 30 feet above the roadway. Because of the grade differential, <br />the placement of a garage in the front yard is allowed; however, the 20 foot front <br />yard setback cannot be achieved because of the steepness of the grade. While the <br />garage will only be set back three feet from the edge of the right-of-way, it will <br />be set back approximately 30 feet from the curb line. The steepness of the <br />slope creates a practical difficulty for the applicants. <br /> <br />2.3 Section 1004.01A, City Code, states, "where the natural grade of a lot at the <br />building line of a house is eight feet (8') or more above the established curb level, <br />a private garage may be erected within any yard, provided that one-half (%) of the <br />height or more is below grade level.
