<br />2.9 Section 1004.020, City Code, requires a minimum lot area of 11,000 square feet, <br />a minimum lot width of 85 feet, and a maximum floor area ratio of 0.3 for interior lots <br />in an R1 zoning district. <br /> <br />Section 1013.02 outlines the criteria and procedure for considering a variance. <br /> <br />Section 11 04.04E outlines the procedure and requirements for a minor subdivision. <br />If the variance is approved, the parcel will be split into two parcels in accordance <br />with the provisions of this section. <br /> <br />JJJ STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. Section 1004.020, City Code, requires a minimum lot area of 11,000 square <br />feet, a minimum lot width of 85 feet, and a maximum floor area ratio of 0.3 <br />for interior lots in an R1 zoning district. The existing parcel is 16,585 square <br />feet in area, 71.6 feet in width, and has a floor area ratio of 0.14 (2346 <br />square feet of living space). <br /> <br />2. The relocation of Dale Street in the late 1960s created numerous through <br />lots in this area. Since then; several lots have been split such as that being <br />proposed by the applicant. The lot directly north of this parcel was split in <br />1983 to create a lot with 7,500 square feet along Alta Vista Drive N and a lot <br />with 9,375 square feet along Dale Street N. <br /> <br />3. There is a ten foot difference in elevation between eastern and western side <br />of the lot. The proposed lot split would take advantage of this difference in <br />elevation. <br /> <br />4. Providing the easterly lot with sanitary sewer service may be difficult. <br />Sanitary sewer is not available in Dale Street N and the sanitary sewer in <br />Alta Vista is at the same elevation as the parcel (:f:91 0 feet). A ten foot wide <br />sanitary sewer easement will be needed along the northern edge of the <br />western parcel in order to provide service. A grinder and pump will be <br />needed for sanitary service. <br /> <br />5. Dale Street N is a County roadway. It is the policy of the County and City to <br />acquire additional right-of-way as necessary to create an 86' right-of-way for <br />County roadways; therefore, an additional ten feet of right-of-way easement <br />will need to be conveyed to the City along the eastern property line of this lot. <br />This conveyance will reduce the size of the eastern parcel to 8,954 square <br />feet. <br /> <br />P#2925 - RPCA (08/13/97) - Page 3 of 5 <br />
