<br />6. The driveway to Dale Street N from the new parcel will need to be approved <br />by Ramsey County, as Dale Street N is a county roadway with a posted <br />speed limit of 45 mph. <br /> <br />7. Soil borings will be needed in order to determine the feasibility of <br />constructing a dwelling on the new parcel. The lot to the north, which was <br />split in 1983, required a substantial amount of soil corrections prior to <br />construction of the dwelling. Information has also been provided to the City <br />which indicates that much of this parcel was filled with trees and concrete. <br /> <br />8. The proposed split would create a western lot with a lot area of 6,915 square <br />feet, a lot width of 71.64 feet, and a floor area ratio of 0.34. The split would <br />also create an eastern lot with a lot area of 8,954 square feet, a lot width of <br />71.64 feet, and a maximum floor area of 2,686 square feet (0.3 FAR). The <br />vacant eastern lot would include a 30 foot setback from Dale Street N, 10 <br />foot side yard setbacks, and a 30 foot rear yard setback (building foot print <br />of 65' x 51.64' - 3,356.6 square feet). <br /> <br />9. The proposed variance from the lot area and width requirements is in <br />harmony with the general purpose and intent of the City's Comprehensive <br />Plan and Title 10 of the City Code (Zoning); however, numerous concerns <br />have been raised during preparation of this report which need to be <br />addressed. Based on the analysis of additional information, the proposed <br />variance and subsequent lot split may not be in harmony with the general <br />purpose and intent of the City's Comprehensive Plan and Title 10 of the City <br />Code (Zoning). <br /> <br />10. The proposed variance from the lot area and width requirements, if granted, <br />will not adversely affect the public health, safety, or general welfare; <br />however, numerous concerns have been raised during preparation of this <br />report which need to be addressed. Based on the analysis of additional <br />information, the proposed variance and subsequent lot split may adversely <br />affect the public health, safety, or general welfare. <br /> <br />4.!l STAFF RECOMMENDA TION <br /> <br />4.1 Mr. Skundberg is attempting to address the concerns raised by staff; however, the <br />requested additional information has not yet been provided. <br /> <br />4.2 Based on the findings outlined in Section 3.1 of this report, staff recommends that <br />the request be tabled until the following additional information is made available: <br />I <br /> <br />1.
