The existing parcel is 16,585 square <br />feet in area, 71.6 feet in width, and has a floor area ratio of 0.14 (2346 <br />square feet of living space). <br /> <br />2. The relocation of Dale Street in the late 1960s created numerous through <br />lots in this area. Since then, several lots have been split such as that being <br />proposed by the applicant. The lot directly north of this parcel was split in <br />1983 to create a lot with 7,500 square feet along Alta Vista Drive N and a lot <br />with 9,375 square feet along Dale Street N. <br /> <br />3. There is a ten foot difference in elevation between eastern and western side <br />of the lot. The proposed lot split would take advantage of this difference in <br />elevation. <br /> <br />4. Providing the easterly lot with sanitary sewer service may be difficult. <br />Sanitary sewer is not available in Dale Street N and the sanitary sewer in <br />Alta Vista is at the same elevation as the parcel (:f:91 0 feet). A ten foot wide <br />sanitary sewer easement will be needed along the northern edge of the <br />western parcel in order to provide service. A grinder and pump will be <br />needed for sanitary service. <br /> <br />5. Dale Street N is a County roadway. It is the policy of the County and City to <br />acquire additional right-of-way as necessary to create an 86' right-of-way for <br />County roadways; therefore, an additional ten feet of right-of-way easement <br />will need to be conveyed to the City along the eastern property line of this lot. <br />This conveyance will reduce the size of the eastern parcel to 8,954 square <br />feet. <br /> <br />6. The driveway to Dale Street N from the new parcel will need to be approved <br />by Ramsey County, as Dale Street N is a county roadway with a posted <br />speed limit of 45 mph. <br /> <br />7. Soil borings will be needed in order to determine the feasibility of <br />constructing a dwelling on the new parcel. The lot to the north, which was <br />split in 1983, required a substantial amount of soil corrections prior to <br />construction of the dwelling. <br /> <br />8. The proposed split would create a western lot with a lot area of 6,915 square <br />feet, a lot width of 71.64 feet, and a floor area ratio of 0.34. The split would <br />also create an eastern lot with a lot area of 8,954 square feet, a lot width of <br />71.64 feet, and a maximum floor area of 2,686 square feet (0.3 FAR). The <br />vacant eastern lot would include a 30 foot setback from Dale Street N, 10 <br />foot side yard setbacks, and a 30 foot rear yard setback (building foot print <br />of 65' x 51.64' - 3,356.6 square feet). <br /> <br />PF#2925 - RPCA (07/09/97) - Page 3 of 4 <br />
