The proposed variance from the lot area and width requirements is in <br />harmony with the general purpose and intent of the City's Comprehensive <br />Plan and Title 10 of the City Code (Zoning); however, numerous concerns <br />have been raised during preparation of this report which need to be <br />addressed. Based on the analysis of additional information, the proposed <br />variance and subsequent lot split may not be in harmony with the general <br />purpose and intent of the City's Comprehensive Plan and Title 10 of the City <br />Code (Zoning). <br /> <br />10. The proposed variance from the lot area and width requirements, if granted, <br />will not adversely affect the public health, safety, or general welfare; <br />however, numerous concerns have been raised during preparation of this <br />report which need to be addressed. Based on the analysis of additional <br />information, the proposed variance and subsequent lot split may adversely <br />affect the public health, safety, or general welfare. <br /> <br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends that <br />the request be tabled until the following additional information is made available: <br /> <br />1. Written permission from Ramsey County for a driveway on to Dale Street N <br />from the new parcel (eastern portion of lot). <br /> <br />2. Written documentation from a soils engineer, including a soil borings report, <br />that the new parcel is suitable for construction, or identifying what remedies <br />are needed to correct the soils. <br /> <br />3. A utility servicing plan for the new parcel showing the location of the sanitary <br />sewer connection, ten fOdt sanitary sewer easement across the western <br />parcel, and water connection. <br /> <br />Ul SUGGESTED ACTION <br /> <br />5.1 By motion, table action on the request until the additional information identified in <br />Section 4.1 of this report is provided by the applicant. <br /> <br />Attachments: location map; notification map; notice of public hearing; proposed lot split; and photographs of <br />property . <br /> <br />60-day Time Limit: application submitted on June 9, 1997; application accepted as complete on June 19, <br />1997; decision deadline is August 18, 1997. <br /> <br />Prepared by: Kim L.
