<br />4JJ. STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommended that <br />the variance to reduce the lot area to 9,670 square feet and 6,915 square feet, and <br />a lot width variance to 71.6 feet for the purpose of subdividing a through lot into two <br />parcels at 1742 Alta Vista Drive N be denied. <br /> <br />M PLANNING COMMISSION <br /> <br />5.1 On July 9, 1997, the Planning Commission held a public hearing on the request. <br />The applicant was not present to answer questions and provide additional <br />information. Several residents spoke in opposition to the request. <br /> <br />5.2 The Planning Commission discussed concerns with the ability to service a new <br />residential structure with utilities, the condition of the soils in this area, and access <br />on Dale Street. <br /> <br />5.3 The Planning Commission tabled action on the request until August 13, 1997, and <br />requested the applicant to provide the following information: <br /> <br />1. A utility servicing plan for the new parcel showing the location of the sanitary <br />sewer connection, ten foot sanitary sewer easement across the western <br />parcel, and water connection. <br /> <br />2. Written permission from Ramsey County for a driveway on to Dale Street N <br />from the new parcel (eastern portion of lot). <br /> <br />3. Written documentation from a soils engineer, including a soil borings report, <br />that the new parcel is suitable for construction, or identifying what remedies <br />are needed to correct the soils. <br /> <br />5.4 The need for additional information was discussed with the applicant prior to the <br />Planning Commission meeting and a letter was sent to the applicant outlining the <br />need for additional information on July 23, 1997. <br /> <br />5.5 On July 28,1997, the City Council extended the time line for agency review of this <br />application for 60 days, from August 18, 1997, to October 17, 1997. <br /> <br />5.6 The information was not provided by the applicant as requested; therefore, the <br />Planning Commission tabled action on the request at the August 13, 1997, meeting <br />until September 10, 1997. <br /> <br />5.7 On September 10, 1997, the Planning Commission recommended denial of the <br />request for a variance to reduce the lot area to 9,670 square feet and 6,915 square <br />feet, and a lot width variance to 71.6 feet for the purpose of subdividing a through <br />lot into two parcels at 1742 Alta Vista Drive N, based on the findings outlined in <br />Section 3.1 of this report. <br /> <br />RCA (PF2926) - 09/22/97 - Page 4 of 5 <br />
