I will, unfortunately, be out of town on
business Sunday and Monday and may not be able to attend the City Council meeting on
Monday, September, 22 to discuss this matter in person.

We have appreciated staff's efforts to provide to us information on this new technology and
we certainly want to support the City's desire to enhance communications availability to its
residents and businesses. Both US West and the City have conveyed to Opus that this
tower will not interfere with manufacturing processes or communications of those potential
tenants to be located within the park.

We must, however, express our concerns relative to the aesthetics of this monopole. We
understand that one of the reasons the City staff desires to locate the monopole within
Gateway rather than on an alternate site near 135 and Long Lake Road is that the monopole
is "unsightly" and will not be as visible to Roseville residents if located in Gateway. We are
greatly concerned that prospective businesses for Gateway may also find the monopole
unsightly, especially those users that will front Long Lake Road and face the monopole.

Opus has been asked to provide upgraded exteriors to provide for a high quality business
park for this Gateway location. While there is some City assistance for the 135 W Business
Center building located in the southerly portion of the park, those users in the northerly
section will be required to pay for the additional upgrade to provide the higher quality
building exteriors. We believe that requiring the business park to upgrade exteriors from
that typically used for light industrial buildings is inconsistent with the City's desire to
locate a monopole within the same business park.

Opus' preference would be that the City Council would choose not to locate the monopole
in Gateway for the reasons previously stated. Opus would strongly object to this
monopole should it have similar characteristics to the monopole located at the Hamline and
Highway 36 location in Roseville. Please note the site lines from County Road B2 on the
north side of Cedarholm Golf Course. This monopole is extremely visible and is not
aesthetically pleasing.

Opus Northwest. L.L.C. is an affiliate of the Opus group of companies-Architects.
