STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 (7) of this report, staff recommends <br />that the request for a conditional use permit be denied because the applicant has <br />not adequately explained why is is not technically feasible to locate the proposed <br />antenna on a City-owned site or table action on this request until the applicant has <br />provided additional information on the technical feasibility of locating the proposed <br />antenna on a City-owned site in the vicinity (Gateway Business Park). <br /> <br />~ PLANNING COMMISSION <br /> <br />5.1 On July 9, 1997, the Planning Commission held a public hearing on the request. <br />John Hollenbeck, CB Commercial, was present to answer questions and provide <br />additional information. No residents present commented on this request. <br /> <br />5.2 The Planning Commission discussed the technology being used for this system, the <br />service radii for this technology, and the technical feasibility of locating the antenna <br />on a City tower site. <br /> <br />5.3 The Planning Commission recommended approval of the request for a conditional <br />use permit to allow the placement of a commercial communications tower on a non- <br />City tower site at 2582 Long Lake Road, based on the findings outlined in Section <br />3.1 of this report and with the following conditions: <br /> <br />1. The applicant must demonstrate the service area for the proposed antenna <br />in this location versus a City tower site. <br /> <br />2. The applicant must demonstrate why it is not technically feasible to meet the <br />requirements of the code and integrate such antennas or add them to an <br />existing cellular or water tower. <br /> <br />3. The applicant must provide space for up to three additional users on the <br />proposed tower or demonstrate why it is not technically feasible to do so. <br /> <br />4. The monopole must be setback a minimum of 30 feet the east property line <br />and a minimum of ten feet from the south property line. <br /> <br />5. The monopole must be removed by the owner within twelve months after it <br />is no longer in use. A bond may be required from the owner by the city to <br />assure that the tower is removed within twelve months. <br /> <br />5.4 Information on the availability and feasibility of a City-owned site in the vicinity <br />(Gateway Business Park) was not considered by the Planning Commission. Since <br />the Planning Commission meeting, staff has researched alternative City-owned <br />sites and identified the Gateway Business Park as a viable alternative. <br /> <br />RCA (PF2929) - 08/25/97 - Page 3 of 4 <br />
