The conditional use permit process for this request allows the City to <br />consider compatibility with adjoining properties; impacts on traffic, public facilities, <br />and property values; impact on the general health, safety, and public welfare; and <br />compatibility with the City's comprehensive plan. The process also allows the City <br />to impose those conditions it considers necessary to protect the public health, <br />safety, and welfare. <br /> <br />1.2 This issue was originally scheduled for the July 28, 1997 Council meeting but was <br />delayed by staff to allow further study of alternative sites and locations. On August <br />11, 1997, in accordance with Minnesota Statutes 15.99, the City Council extended <br />the time line for agency review of the application for 60 days, from August 18, 1997, <br />to October 17, 1997. <br /> <br />2Jl BACKGROUND <br /> <br />2.1 US West has a lease agreement to locate a 90 foot monopole tower on property at <br />2582 Long Lake Road, which is owned by John and Pearl Johnson. The property <br />is located in a B-6 Office Park District, and the Comprehensive Plan identifies this <br />property as Commercial. Adjacent land uses include railroad right-of-way and an <br />office park to the north; a petroleum tank farm to the west; a trucking terminal to the <br />south; and 1-35W to the east. <br /> <br />2.2 US West is requesting a conditional use permit to allow the placement of a <br />commercial communications tower on a non-City tower site. The applicant intends <br />to construct a 90 foot high monopole tower in the southeast corner of the property I <br />with commercial receiving and transmitting antennas on top of the tower. <br /> <br />RCA (PF2929) - 09/22/97 - Page 1 of 4 <br />
