<br />2.3 An elevation of the proposed monopole, service coverage maps with and without <br />this site, the applicant's description of why it is not technically feasible to locate <br />antennas on a city owned or controlled site, and a description of CDMA technology <br />have been provided by the applicant and are attached to this report. <br /> <br />2.4 Section 1012.10 of the City Code states that commercial receiving and transmitting <br />towers not located on a City tower site are only allowed as a conditional use. <br />Commercial receiving or transmitting antennas and towers may only be located in <br />Business or Industrial Districts. When a conditional use permit is requested for the <br />placement of such a tower on a non-City tower site, the applicant must demonstrate <br />~ it is not technically feasible to locate the antennas on a City tower site. <br /> <br />Section 1013.01 outlines the criteria for issuance of a conditional use permit. <br /> <br />JJ2 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff has made the following findings: <br /> <br />1. The proposed use of the property for a commercial communications tower <br />will have a minimum impact on traffic in the area. No new parking or <br />driveways are proposed. Service vehicles are estimated to be on the site for <br />up to three hours per week. Parking will be done in the existing parking lot. <br /> <br />2. The proposed use of the property for a commercial communications tower <br />will not have an impact on parks, streets and other public facilities. <br /> <br />3. The proposed use of the property for a commercial communications tower <br />will be compatible with contiguous properties. <br /> <br />4. The proposed use of the property for a commercial communications tower <br />will not have an adverse impact on the market value of contiguous <br />properties. <br /> <br />5. The proposed use of the property for a commercial communications tower <br />will not have an adverse impact on the general public health, safety and <br />welfare. <br /> <br />6. The proposed use of the property for a commercial communications tower <br />is consistent with the City of Roseville Comprehensive Plan's Business <br />designation. <br /> <br />7. The applicant has not adequately explained why it is not technically feasible <br />to located the proposed antenna on an City tower site, now that an <br />alternative City-owned site in the area has been identified (Gateway <br />Business Park). <br /> <br />RCA (PF2929) - 09/22/97 - Page 2 of 4 <br />
