<br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />nt Approval: <br />~L.. <br />Item Description: <br /> <br />DATE: 07/14/97 <br />ITEM NO: C-2 <br />Agenda Section: <br />CONSENT <br />John and Kimberly elinski request for a minor variance for a <br />detached garage and a blanket variance for a residential driveway at <br />1303 Ryan Avenue W (PF#2934). <br /> <br /> <br />~ REQUESTEDACnON <br /> <br />1.1 John and Kimberly Zielinski are requesting a minor variance to reduce the side yard <br />setback of an accessory building (detached garage) to one foot for the purpose of <br />replacing an existing single car detached garage (13' x 21') with a two car detached <br />garage (26' x 26') at 1303 Ryan Avenue W. The applicants will also need a blanket <br />variance to reduce the setback of a residential driveway to one foot to bring their <br />existing driveway into compliance. <br /> <br />Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />Side yard setback - 5' <br />(Accessory building) <br />Driveway setback - 5' <br /> <br />l' setback <br /> <br />4' variance <br /> <br />l' setback <br /> <br />4' variance <br /> <br />2J1 BACKGROUND <br /> <br />2.1 John and Kimberly Zielinski own a home at 1303 Ryan Avenue W. The property is <br />zoned R-1 Single Family Residential and adjacent land uses are all single family <br />residential. <br /> <br />2.2 Mr. and Mrs. Zielinski are requesting a variance from Section 1004.01A to reduce <br />the side yard setback of an accessory building (detached garage) to one foot for the <br />purpose of replacing a 13' x 21' garage with a 26' x 26' garage. The existing single <br />car garage is located approximately one foot from the west property line. The new <br />two car garage will be moved 24 feet to the north and will be located five feet from <br />the north (rear) property line. The new garage will have the same one foot side yard <br />setback as the existing garage. If the new garage is moved four feet to the east to <br />meet the five foot setback requiement, a mature ash tree on the property would <br />need to be removed and an existing deck would need to be rebuilt. The location <br />of a mature ash tree and an existing deck creates a practical difficulty for the <br />applicants. <br /> <br />2.3 The existing residential driveway, which is located one foot from the property line, <br />will also be replaced. It is also the policy of the City of Roseville to issue blanket <br />minor variances for driveway side yard setbacks when nonconforming driveways are <br /> <br />PF#2934 - RCA - Page 1 of 3 <br />
