<br />REQUEST FOR COUNCIL ACTION <br /> Date: 8-25-14 <br /> Item No.: <br />13.b <br />Department Approval City Manager Approval <br /> <br />Community Development Department Request to Perform an Abatement <br />Item Description: <br />for Unresolved Violations of City Code at 1175-1177 County Road B. <br />B <br />ACKGROUND <br />1 <br /> <br />The subject property is a rental duplex property. <br />2 <br /> <br />The current owners are Mr. and Mrs. William Head, although the property is currently in <br />3 <br />foreclosure with the redemption period scheduled to expire in December of 2014. <br />4 <br /> <br />Current violation includes: <br />5 <br /> <br />Building Maintenance and Appearance (a violation of City Code Section 407.02.J. & K.): <br />o <br />6 <br /> <br />A trim board is loose and falling off the building, others are loose. <br />7 <br /> <br />Significant paint deterioration on trim boards and door. <br />8 <br /> <br />Grass, weeds and dead brush (a violation of City Code Section 407.02.C Weeds). <br />o <br />9 <br /> <br />Garbage not being collected (a violation of City Code 402.09 Collection Required). <br />o <br />10 <br /> <br />The upper unit is currently occupied while the lower unit is vacant and has been condemned due <br />11 <br />to an inoperable furnace, an infestation, and, debris. <br />12 <br /> <br />A status update, including pictures, will be provided at the public hearing. <br />13 <br />PO <br />OLICY BJECTIVE <br />14 <br />Property maintenance through City abatement activities is a key tool to preserving high-quality <br />15 <br />residential neighborhoods. Both Imagine Rosevi <br />16 <br />support property maintenance as a means by which to achieve neighborhood stability. The Housing <br />17 <br />- <br />18 <br />maintained prope <br />19 <br />20 <br />o property maintenance <br />21 <br />and code compliance. Policy 6.1 of Chapter 3 states that the City should promote maintenance and <br />22 <br />reinvestment in housing and Policy 2.6 of Chapter 6 guides the City to use code-compliance activities <br />23 <br />as one method to prevent neighborhood decline. <br />24 <br />FI <br />INANCIAL MPACTS <br />25 <br />A City Abatement would include the following: <br />26 <br /> <br />Reattach and re-nail trim boards: $350.00 <br />27 <br /> <br />Repaint deteriorated trim boards and door on the front of the building: $1,250.00 <br />28 <br /> $500.00 <br /> <br /> <br />29 <br />st <br />Have grass cut weekly (until October 1): $350.00 <br /> <br /> <br />30 <br />Page 1 of 2 <br />
