AttachmentA <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />1 <br />Roseville, County of Ramsey, Minnesota, was duly held on the 25th day of August, 2014, at <br />2 <br />6:00 p.m. <br />3 <br />4 <br />The following members were present: ; and and the following members were absent: <br />5 <br />6 <br />7 <br />Councilmember introduced the following resolution and moved its adoption: <br />8 <br />9 <br />RESOLUTION NO. <br />10 <br />REQUESTING A VARIANCE FROM STATE-AID RULE 8820.2800 SUBPART 2A <br />11 <br />FOR PROJECT No. S.A.P. 062-030-19 <br />12 <br />13 <br />14 <br />WHEREAS, the City of Roseville is installing a sidewalk along County State Aid Highway <br />15 <br />(CSAH) 78 (County Road B2) from CSAH 51 (Lexington Ave) to CSAH 53 (Dale St) and on <br />16 <br />CSAH 52 (Victoria Street) from CSAH 78 (County Road B2) to a point approximately 690 feet <br />17 <br />south of CSAH 23 (County Road C) as part of City Project 13-03 and S.A.P. 062-030-19; and <br />18 <br />19 <br />WHEREAS, Ramsey County has agreed to participate in a portion of the cost of the installation <br />20 <br />of the sidewalk using County State Aid funds as per Ramsey County Cooperative Agreement <br />21 <br />PW2014-29 ; and <br />22 <br />23 <br />WHEREAS, Project 13-03 is funded as part of the Parks and Recreation Renewal Program and <br />24 <br />subsequently was advertised for bids as one package of the overall project in early 2014 with <br />25 <br />the project officially awarded on May 12, 2014; and <br />26 <br />27 <br />WHEREAS, the project was reviewed by the State Aid office of the Minnesota Department of <br />28 <br />Transportation and final approval was granted on June 3, 2014; and <br />29 <br />30 <br />WHEREAS, State Aid Rule 8820.2800 subpart 2 states “only projects for which final plans are <br />31 <br />approved by the state-aid engineer before opening bids or approving a force account agreement <br />32 <br />are eligible for state-aid construction funds.” <br />33 <br />34 <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />35 <br />ROSEVILLE, that the City of Roseville hereby requests a variance from State Aid Rule <br />36 <br />8820.2800, Subpart 2A to allow State Aid funding to be applied to this project that was <br />37 <br />advertised and awarded prior to State Aid approval. <br />38 <br />39 <br />
