492 Mr. Culver clarified that an applicant may need to seek a variance if their <br />493 installation exceeded certain code heights, but concurred that staff had found no <br />494 restrictions specific to solar installations. <br />495 <br />496 Chair Stenlund noted the differences between the two communities, with more <br />497 agricultural-based land uses in Rosemount versus the more urban nature of <br />498 Roseville. Chair Stenlund asked staff to specifically review the application and <br />499 permitting process under current code if someone was to seek installation of a <br />500 solar system in one of four various scenarios: school, City Hall, other rooftop or <br />501 rooftop on rear yard property, or an industrial facilisX. Through such a process, <br />502 Chair Stenlund opined that this could determi if there were any barriers that <br />503 may prevent a homeowner or commercial pro y owner from proceeding with a <br />504 solar application. <br />505 <br />506 Mr. Schwartz noted, as such a scenario related to building and zoning ordinances, <br />507 that expertise was outside the realm of the Public Works/Engineering Department, <br />508 and reiterated his suggestion that representatives of the Community Development <br />509 Department as well as other speakers, should address those specifics with the <br />510 PWETC. Mr. Schwartz referenced previous speakers on this subjeentioning <br />511 potential impacts of neighboring properties through installation of <br />61 <br />511 systems <br />512 (e.g. shade trees or home additions). <br />513 <br />514 Chair Stenlund opined that larger lot sizes in Roseville may prove beneficial to <br />515 avoid such negative impacts to adjacent properties. <br />516 <br />517 Member Seigler questioned if solar panels, constituting an active solar system, <br />518 would need a building permit to ensure they were in compliance with the City's <br />519 building code; or whether those applications were tied realistically to certain <br />520 sizes. Member Seigler also 'suggested r ewing any roadblocks experienced by <br />521 those already having so r systems in Roseville, or what vendors or property <br />522 owners have experience other communities that may need to be addressed in <br />523 Roseville.
