217 <br />218 Mr. Schwartz reported that the City Council, at that same meeting, had adopted a <br />219 resolution supporting the City of Roseville's participation in the GreenStep Cities <br />220 program, with the City's Environmental Specialist Ryan Johnson appointed as the <br />221 City contact who would be communicating with the PCA to get the GreenStep <br />222 website information up-to-date and additional data entry requirements met. Mr. <br />223 Schwartz noted that the City of Roseville was now a GreenStep 1 City, and once <br />224 that additional data input was completed, they should reach Step 2. Mr. Schwartz <br />225 advised that staff would walk through the process and inventory with the PWETC <br />226 as appropriate in the future. At the request of Chairenlund, Mr. Schwartz noted <br />227 that the State PCA and Metro/CERTs ran the reenStep program, with <br />228 involvement by the League of Minnesota Cities in encouraging Minnesota cities <br />229 to reduce their carbon foot print. <br />230 <br />231 At the request of Chair Stenlund, Mr. Schwartz advised that the bituminous <br />232 delamination issue had not yet been resolved, with control section analysis <br />233 currently underway and metro -wide conversations continuing. Mr. Schwartz <br />234 advised that future consideration to upgrade the s overlay pr am would be <br />235 taken. <br />236 <br />237 5. Raingardens and Other ormwater BMP' <br />238 Environmental Specialist Ryan Johnson provided a presentation at the request of <br />239 the PWETC on the use and design of rain gardens and other storm water best <br />240 management practices (BMP's) in Roseville. <br />241 <br />242 Mr. Johnson's presentation of "Rain Gardens 101 attached hereto and made a <br />243 part hereof, reviewed the what's where, sand types of rain gardens, and what was <br />244 or was not a rain garden, who's purpose was for infiltration of stormwater into <br />245 amended soils and plantings. Mr. Johns reviewed locations and their treatment <br />246 values in capturing sediment, organics, and atmospheric -borne metals; and <br />247 provided various examples and their levels of effectiveness. Mr. Johnson noted <br />248 that problems continued with fertilizer runoff and grass clippings ending up in <br />249 storm drains and eventually into water bodies unless some system of pipe <br />250 drainage or infiltration system was put in place, allowing reduced pollutants <br />251 keeping phosphorus out of those water bodies. <br />252 <br />253 Mr. Johnson went through the planning and installation process involved for a <br />254 property owner to incorporate a rain garden or other BMP in Roseville, including <br />255 preparation of the rain garden site and soils and provided various samples in the <br />256 area of existing BMP's. Mr. Johnson reviewed sizes and depths for rain gardens, <br />257 various infiltration systems based on soil types and water needed to be captured, <br />258 and varieties of plantings and pricing. <br />259 <br />260 Mr. Johnson noted that this design process and information was all available for <br />261 property owners through various resources available on line or by contacting him <br />262 at City Hall, to get them directed toward design resources and recommended <br />Page 6 of 15 <br />
