<br /> <br />February 21, 1997 <br /> <br />Re: James Addition Neighborhood Meeting on Surface Water Problems and <br />Other Issues <br /> <br />Dear Resident: <br /> <br />In the past two months the City Council and staff have been reviewing proposals by John Allen <br />to establish a new Tax Increment Financing District #15, primarily west of Fairview Avenue. <br />The purpose of the district is to tear down the two metal buildings (Ideal Security and Thermo), <br />clean the soil and land, and replace the buildings with new brick faced office/showroom by John <br />Allen and an addition by Pacific Mutual Door. The benefits are many: new jobs, cleaner <br />industry after removal of contamination, and a better tax base. <br /> <br />In the past, the City staff has included the parcels east of Fairview where the cold storage <br />building is located and the City storage pond area, The purpose of including these sites has <br />been to control what could be built on the comer (no high traffic generators) and to improve the <br />pending and undeveloped land buffer along County Road C. The pond may be enlarged to hold <br />more water from intense rains on both sides of Fairview Avenue, then draining north to other <br />storage ponds as the surge of water subsides. <br /> <br />At these past meetings, residents have asked for help and clarification concerning water <br />problems they currently have on their property or in their basements. County maps and photos <br />do show that some of the area was wet before development occurred. The City staff would like <br />to find remedies to surface water problems that could be provided as part of the Tax Increment <br />#15 program. Your ideas about neighborhood surface water drainage or other issues will <br />contribute to the solutions. <br /> <br />The planning and engineering staff will hold a James Addition neighborhood meeting to <br />hear your ideas on Wednesday, March 5,1997 from 7:00 p.m. to 9:00 p.m. in the City <br />Council Chambers, County Road C at Lexington Avenue.
