<br />5.3 The Planning Commission recommended that the City Council: 1) amend the <br />comprehensive plan to change the designation of a .54 acre portion of a parcel from <br />Business to High Density Residential, based on the findings outlined in Section 3.1 <br />of this report; and 2) re-affirm the minor subdivision with the provisions outlined in <br />Section 4.1 of this report <br /> <br />fJ1. SUGGESTED CITY COUNCIL ACTION <br /> <br />6.1 By resolution, approve an amendment to the comprehensive plan to change the <br />designation of the west .54 acre of the parcel located at 2075 Snelling Avenue <br />North from Business to High Density Residential, based on the findings outlined in <br />Section 3.1, and subject to Metropolitan Council review and comment. <br /> <br />6.2 By motion, re-affirm the minor subdivision of the property (approved by the City <br />Council on September 8, 1997), with with the following provisions: <br /> <br />1. A 20 foot wide private utility easement for water service must be dedicated <br />in the appropriate location within the.54 acre parcel being transferred. <br /> <br />2. A 20 foot wide access easement for public safety protection must be <br />dedicated through the McDonald's parking lot in a location approved by the <br />City. <br /> <br />Attachments: location map; notification map; notice of public hearing; proposed comprehensive plan <br />amendment; letter from applicant regarding 60 day review; and resolution. <br /> <br />60-day Time Limit: preliminary site plan for McDonald's submitted on November 13, 1997; application for <br />comprehensive plan amendment/rezoning accepted as complete on November 13, 1997; decision deadline <br />is March 12, 1998 (extended by City Council on 12/08/97). <br /> <br />Prepared by: Kim L.
