REQUESTED ACTION <br /> <br />1.1 Patricia Halverson (NIPS, Inc.) is requesting rezoning of a .54 acre portion of a <br />parcel from B3, General Business, to R3A, Three to Twenty-Four Family <br />Residential. <br /> <br />1.2 A minor subdivision to transfer this property from 2075 Snelling Avenue North <br />(McDonald's - land owned by applicant) to 2096 Fry Street North (four-plexes - land <br />owned by applicant) was approved by the City Council on September 8, 1997, <br />subject to approval of a comprehensive plan amendment and rezoning of the <br />parcel. <br /> <br />1.3 A request for a comprehensive plan amendment to change the designation of this <br />.54 acre parcel from Business to High Density Residential was approved by the City <br />Council on January 12, 1998, subject to Metropolitan Council review and comment. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 NIPS, Inc. owns the properties located at 2075 Snelling Avenue North and 2096 Fry <br />Street North. The property at 2075 Snelling Avenue North is occupied by a <br />McDonald's restaurant, is designated as Business in the City's Comprehensive <br />Plan, and is located in a B3, General Business District. The property at 2096 Fry <br />Street North is occupied by rental four-plexes, is designated as High Density <br />Residential in the City's Comprehensive Plan, and is located in an R3A, Three to <br />Twenty Four Family District. Adjacent land uses are a combination of commercial <br />and multiple family residential. <br /> <br />2.2 The McDonald's restaurant located at 2075 Snelling Avenue N will be rebuilt in <br />1998. As part of the reconstruction, the exterior play area on the western portion <br />of the parcel will be eliminated and replaced with an interior play area. Since the <br />currently play area will no longer be needed by McDonald's, Mrs. Halverson would <br />like to transfer the property now occupied by the play area from the McDonald's <br />parcel to the multi-family residential parcel to the west. <br /> <br />PF#2958 - RCA (01/26/98) - Page 1 of 3 <br />
