<br />4.0 STAFF RECOMMENDA TION <br /> <br />4.1 Based on the findings outlined in Section 3.1 of this report, staff recommends <br />approval of the request for rezoning of the west .54 acre of the parcel located at <br />2075 Snelling Avenue North from B3, General Business, to R3A, Three to Twenty- <br />Four Family Residential, contingent upon the comprehensive plan designation being <br />changed to HR, High Density Residential. <br /> <br />5.0 PLANNING COMMISSION ACTION <br /> <br />5.1 On January 14, 1998, the Planning Commission held a public hearing on the <br />request. Craig Barnes (McDonald's) was present on behalf of the applicant to <br />answer questions and provide additional information. No residents present <br />commented on this request. <br /> <br />5.2 The Planning Commission discussed the possibility of extending the access drive <br />across the west side of the businesses in this area (County Road B to Arby's) <br />through to this parcel, the need for such an access way or alley, and the option of <br />using eminent domain to acquire property for such an alley or access way. <br /> <br />5.3 The Planning Commission recommended that the City Council rezone the west .54 <br />acre of the parcel located at 2075 Snelling Avenue North from B3, General <br />Business, to R3A, Three to Twenty-Four Family Residential, contingent upon the <br />comprehensive plan designation being changed to HR, High Density Residential, <br />and based on the findings in Section 3.1 of this report (7-0). <br /> <br />6.0 SUGGESTED CITY COUNCIL ACTION <br /> <br />6.1 By ordinance, rezone the west .54 acre of the parcel located at 2075 Snelling <br />Avenue North from B3, General Business, to R3A, Three to Twenty-Four Family <br />Residential, contingent upon the comprehensive plan designation to HR, High <br />Density Residential after Metropolitan Council review and approval, and based on <br />the findings in Section 3.1. <br /> <br />Attachments: location map; notification map; notice of public hearing; proposed rezoning; ordinance. <br /> <br />60-day Time Limit: application for comprehensive plan amendment/rezoning accepted as complete on <br />November 13, 1997; decision deadline is March 12, 1998 (extended by City Council on 12/08/97). <br /> <br />Prepared by: Kim L.
