~ 'lDt^--vG~
0&& fz:> \1Ae- \)~ (i.Q

City of Roseville
Community Development Department

Memo
Nov 7, 1995

TO: Steve Sarkozy, City Manager ·

FROM: Dennis Welsch, Community Development Director (490-223~

RE: Mr. Joe Ross on complaints regarding street addressing.

You may receive a call or some comments nom Mr. Joe Ross (628-0815) who lives
at 1643 Eldridge. Mr. Ross's complaint is that he has to change his apartment unit
address to comply with the street numbering system. He feels he wasn't given ample
time to discuss this issue or to approve the result. He also feels that the name chosen
by the developer and city, "Samuel Street" is inappropriate. The other 3 renters in
the building have agreed to a solution which gives them 6 months to change their
addresses on their licenses, checks, and credit cards.

Backeround:
Mr. Ross lives in a four unit building at 1643 Eldridge Avenue. The building is
owned and managed by the Halverson family. The four-plex.development was
approved many years ago; the streets are private streets and the addressing issues
rightly are issues that should be resolved between the owners and the renters.

The city got involved when Mr. Halverson, at the completion of construction of the
second building on this site, wanted to use the Eldridge Ave. address for his private
streets. The staff requested that he select another less. confusing street name (he
selected "Samuel Street") to avoid emergency vehicle confusion with the street
directly north of this site - called Eldridge Avenue. Mr. Halverson said he would
work with his renters especially in building 2 to resolve this issue since they were
just starting to move in and had not selected an address. The renters in building 1
had occupied the structure - The staff then requested that a meeting be held at city

1
