The final plat meets the submittal requirements outlined in Title 11 <br />(Subdivisions) of the City Code. The proposed name of the subdivision is <br />Roseville Center, which does not duplicate the name of any plat previously <br />recorded in Ramsey County. Several issues still need to be finalized <br />regarding the final plat, including the need for ten additional feet of right-of- <br />way on the east side of the property for Lexington Avenue and the need for <br />utility and walkway easements along both Lexington Avenue and Larpentuer <br />Avenue. The three parcels will be tied together through the Planned Unit <br />Development/Subdivision Agreement. <br /> <br />4. The proposed project (final development plan and final plat) is in harmony <br />with the general purpose and intent of the City's Comprehensive Plan and <br />Title 10 (Zoning) of the City Code. <br /> <br />5. The proposed project (final development plan and final plat) will not <br />adversely affect the public health, safety, or general welfare. <br /> <br />6. The site is currently serviced by water from the City of St. Paul; however, <br />there is an outstanding deferred assessment in the amount of $37,259.39 for <br />City Project W77-14. Current City policy would require the Center to be <br />connected to the City water line in Lexington Avenue in conjunction with site <br />improvements and payment of the deferred assessment. <br /> <br />7. On the east side of the property, the Lexington Avenue right-of-way is 16.5 <br />feet narrower on the northern portion ot the property (Roseville Center) than <br />on the southern portion of the property (former Fina parcel). Lexington <br />Avenue is a County roadway and the Ramsey County Master Street Plan <br />states that a 100 foot-wide right-ot-way should be provided in this location. <br />In order to accomodate the implementation of Ramsey County's plan, City <br />policy would require the dedication of an additional 16.5 feet ot right-ot-way <br />along the western edge of the northern portion of the property; however, this <br />would adversely impact the amount of off-street parking in this area. An <br />additional 1 0 feet of right-ot-way would widen the Lexington Avenue right-ot- <br />way and have a minimal impact on the development as proposed. <br /> <br />PF#2963 - RCA (02/09/98) - Page 5 of 7 <br />
