These tanks will replace an existing 10,000 gallon LubeCube above <br />ground storage tank. <br /> <br />1.2 The City Code was amended in 1993 to allow the City Council to consider requests <br />for the installation of above ground storage tanks in non-residentially zoned areas <br />outside of the area bounded by Cleveland Avenue, Highway 36, the northern City <br />limits, and the western City limits. <br /> <br />2J2 BACKGROUND <br /> <br />2.1 Laidlaw Transit, Inc. Is requesting City Council and Fire Marshall approval to allow <br />the installation of one 8,000 gallon Convault above ground diesel tank and one <br />1,000 gallon Convault above ground gasoline tank at 1717 County Road C West. <br />The property is designated as Industrial in the City's Comprehensive Plan and is <br />located in an 1-2, General Industrial District. Adjacent land uses include industrial <br />to the north and west, commercial to the east, and low density residential to the <br />south across County Road C. <br /> <br />2.2 A 10,000 gallon LubeCube above ground storage tank is located on the adjacent <br />site with a remote dispensing fuel island and underground piping located on this <br />site. In order to comply with minimum underground storage tank storage standards <br />and future above ground storage regulations, the applicant wants to upgrade the <br />facility to a Convault above ground system with double-walled piping and leak <br />detection. The Convault system meets all current and proposed regulations <br />pertaining to above ground fuel systems. The LubeCube tank on the adjacent site, <br />which was previously used by Minnesota Coaches, will be removed and the new <br />8,000 gallon tank will be located in the same general vicinity as the remote <br />dispensing fuel island.
