FLEET FUELING SERVICES
ON SITE AND BULK FUELING SPECIALISTS

August 25, 1997

FLEET FUELING SERVICES OF MINNESOTA, INC.
FLEET FUELING SYSTEMS, INC.
1989 IGLEHART
ST. PAUL, MN 55104-5147
OFFICE (612) 646-7580
FAX (612) 646-7482
PAGER (612) 621-8639

CITY OF ROSEVILLE
2660 Civic Center Drive
Roseville, Minnesota 55113

Re: Installation of above-ground fuel system

To whom it may concern:

On behalf of Laidlaw Transit, Inc., Fleet Fueling Services of Minnesota, Inc. requests city
and Fire Chief approval to install one 8,000 gallon Convault A.S.T. diesel tank and one
1,000 gallon Convault A.S.T. gasoline tank at 1717 W Cty Rd C in Roseville, Mn.

Currently, this site has a 10,000 LubeCube above-ground storage tank with a remote
dispensing fuel island and underground piping. Laidlaw Transit, Inc. desires that all its
fuel storage facilities meet minimum V.S.T. storage standards and be in compliance with
future A.S.T. regulations. As the present system stands, compliance questions remain,
therefore, Laidlaw desires to upgrade this facilty to a Convault above-ground system with
double-walled piping and leak detection.

The Convault system proposed to replace the present system is the most technically
advanced system on the market and meets all current and proposed regulations pertaining
to above-ground fuel systems.

Additionally, we request approval to install one 1,000 gallon Convault A.S.T. gasoline
tank with a tank mounted pump to dispense gasoline into Metro Mobility vehicles.

Since the site has approval for an existing 10,000 gallon A.S.T., we ask that the city table
a fonnal hearing on this matter and defer a decision to your Fire Marshal and the State
Fire Marshal office.
